Executive Summary • Better decisions on Countries at Risk of Instability (CRI) require strengthening of the full decision support system not just the components of risk assessment and early warning. Designing effective responses to CRI requires risk assessments over the short (1-2 years), medium (5-6 years) and long (10-15 years) term to guide immediate action, and the resource allocation and investment needed to develop new institutions and capability to prevent and respond to instability in the future.
